That part is usually called the "mast boot".  I suspect ours were factory made.  You can make another one using "self amalgamating mast boot tape".  I used to have some but I gave it away to another Coromandel owner with no boot.  The key is the "self amalgamating" part.

If you actually meant the mast coat above the partners, why not just make one from fabric?

The shown model has proven to keep the mast below deck bone dry. It also lets me open the coat easily and inspect or adjust the wedges.
