I'm inclined t feel that there may be easier and cheaper ways to make this mast. A tapered mast would probably have to be custom made, unless you can find a flag pole of suitable dimensions and strength.

Aluminium tube is readily available at lengths of up to 6 meters. You could use a length of 100mm dia and then add the last 5 feet or so as a tapered wood top mast section. Arne has written an excellent article (available in his files section here) (http://goo.gl/WE36w3) about how to do this.
