On my last 2-3 sails I have made the batten pockets at the mast from thick PVC fabric. If your sail were mine, I would just stitch a new batten pocket of this material over the original one. Since these batten pockets sit fairly closely to the luff, it should be doable to sew them on with an ordinary sewing machine.
