there is some information online about Cybèle, but mostly in French, so in short:

It is a Dimitri Le Forestier design, the build started in 1976 in Paris and after the death of the first  builder she was sold and put aside for 20 years by her new owner, Monsieur Brouard, 

The build continued but before she was in the water she was damaged by cyclone Xynhia in 2010, repaired by Remise à Flot, a social project in La Rochelle and finally launched in 2013.
